The IBC is the long-time-coming consolidation of the three major building codes in the US and there is nothing "international" about it. Back in the 70's the 3 code organizations formed BOCA and put out a 1 & 2 family dwelling code. The 3 members them gradually made changes to the individual building codes that brought them into similar formats, then they combined them into one code in 2000, the IBC, and modified the dwelling code to be the IRC (Int. Residential Code)and changed the organization's name to the ICC, the Int. Code Council. There little to review about the content since it is either the law in your area or it is not. For comparisons to previous codes and other information try the ICC's website http://www.iccsafe.org/

Better learn this code. Local codes are being swept away by one standard. Here is Colorado each town had its own test, amendments and licensing system. California is the only state, having revamped its code 2 years ago, to keep its system.
I finish basements, often for homeowners who think they can do it. From Loveland, I can work any city without irate inspectors wondering why I don't know their specific requirements. Good book.

I found Supervision of Police Personnel (6TH) to be pretty much drawn out and boring. It is painfully evident that the same information could have been relayed in a lot less then 400 boring pages. It was difficult to follow and often repetitive. A lot of detail was focused on irrelevant material. This was a difficult book for me to swallow (as a 12 year LEO), but it certainly rated high as a sleep aid for me.

Don't spend a dime...borrow it from a fellow Officer. I am a firm believer in capitalism, but these guys are really pushing the envelope. $99.00?! Nathan can keep the book!
Is the content any good? Yes, it is solid, however basic, leadership for Police Officers. But $99.00?! Go read something by Covey...it is a hell of a lot cheaper and far less boring.

This text is required reading for many taking police promotional exams. While there is some good information in it, it is rambling and poorly written. There are some indications that the book is not properly reviewed and edited before each new reprint. I hope the seventh edition is better and ties together the concepts clearly. There are several chapetes that are seperated but could easily dovetail into one. I found a 107 word run-on sentence (p.139), and it was by no means an exhaustive search -- there are many such examples. You can make it enjoyable to a degree by trying to find the number of times "catharsis" and "splendid" appear, but other than that, have your asprin bottle handy. I'd recommend a study guide such as Sgt. Walker recommends, or try to outline the thing yourself. Good luck.

This book was a required text for my PA course. It was very wordy and at times difficult to understand due to the repetitious content. I feel that there is probably a more straight forward style of writing than this one. Not for the student who is just beginning a public administration course, some back ground would be helpful if this text is to be used. However, it contains "Introduction" in its title. Well! I 'don't know about that? Great info, however, difficult reading.

This is the most repetative book I have ever read. Just reading the intro to any chapter is all you really need, within the chaper, the author will state the exact same thing 3-5 times. I give it three starts because there is a lot of good information, it is just not well presented.

This was a required text book for one of the classes in my master of public administration program (MPA). I found it to be extremely useful for understanding both the historical evolution of public administration and the current practice. The emphasis on the (sometimes conflicting) managerial, legal, and political perspectives of each aspect of public administration works nicely if you are also learning the Hamiltonian, Madisonian, and Jeffersonian perspectives on the founding of the government. I always find it useful to understand and remember how things work if I get a good explanation of why it is so--this book does a good job of balancing the how/why.

It's not a text for the casual reader, but if you are a graduate student, plan to be (or already are) a public manager, or just want a thorough grounding in the theory and practice of public administration, this book will serve you well.

Since I know some students don't buy books on their syllabi for financial reasons or for stubbornness, my recommendation is to get the book. It also makes a great reference for the papers you'll have to write.

Public Administration: Understanding Management, Politics, and Law in the Public Sector is a textbook that explicitly examines and explains the three major issues of public administration: management, politics, and law. It is an excellent text for advanced undergraduate or graduate students. In addition, this book identifies the differences in roles involved in public administration. For example, it describes the difference between the managerial and leadership roles in delivering public services. It discusses the traditional management style versus the New Public Management style in dealing with accountability on the part of administration, as well as the public.

    The main problem with this book is the authors never tell that they have no dollar figures to back up their claim! A 30% National Sales Tax will not bring in the money needed to run the National Security State as it now exists.

    The problems in modern Europe are mainly due to their high national sales tax (VAT) of just 18% to 20%. It is taxing people to death (the falling birth rate and other problems of malaise). Economics Professor Batra said so in one of his books. (Yes, there is controversy over this.) But the fact is that high regressive taxes do affect people adversely, and have done so throughout history. Remember the Boston Tea Party?

    Linder and Boortz have proposed the most simple and sweeping tax reform program that could lift this country out of the morass of complicated tax laws we find ourselves entangled in today. Not only that, if installed, it could also lift the nation into a position of advantage for international banking and trade. The book is thin, and does not explore the many facets of the long range impacts - nor all of the short range complexities of implementation, however, it is honest in its presentation and does not mislead the reader. It is provocative and deserving of a thorough read in a time when the current tax code is obviously outmoded, excessively complex, expensive, and a dis-service to our citizenry.

    Our opressive tax structure has gotten out of control. Our founding fathers would never have stood for the kind of redistribution of wealth that we're seeing in our time. It is time for us, the people, to take back control of our government. Changing the way we pay our taxes is a great first step. This book is concise, and backs up it's claims with solid facts. It will change the way you look at your pay stub forever. Don't worry though, it's not boring. The collaberation of Congressman John Linder's sensabilities and Neal Boortz's in-your-face attitude make for some funny reading at times. Do yourself a favor and pick up a copy of "The Fairtax Book". Then pick up another 10 copies and give them to everyone you care about.

    5 out of 5 stars Desparately needed reform, outlined in an easy-to-understand fashion........2007-06-01

    Do you understand the U.S. tax system? I have an economics degree, and I sure don't. Did you know the tax code is much thicker than the Bible (and how many people have managed to read all of that book)? Did you realize that Americans collectively spend over $200 billion a year preparing income taxes.

    While not without some flaws, the fair tax system proposed by Boortz is pretty simple and easy to understand. It's replaces an income tax with sales tax. To squelch the instant outrage of those who love our "progressive" tax system, Boortz would refund the tax we pay on the necessities of life (food, etc.). Theoretically, he could make the tax code simpler to understand, eliminate a bloated bureacracy, and not raise the tax burden on families. I'm all for it! Alas, I believe the current tax system serves a lot of people powerful enough to prevent its demise (special interest, certain lobbies, the IRS, Congress, etc.) who will spread a lot of demagoguery and scare the old and the poor into thinking they'll have to pay a larger share.

    Read the book and write your Congressman!

    Noam Chomsky is considered the father of modern linguistics.     One is constantly reminded of Mr. Chomsky's hatred of the US with every other page. I'm surprised he didn't go as far as to say Bush eats babies for breakfast. Should be read with evil-sounding halloween soundtrack playing in the background for best effect. If Mr. Chomsky has stuck with the facts and left out the BS, I would have had a bit easier time with the read instead of rolling my eyes every 5 minutes.

    Why give it 2 stars instead of 1? He's a very intelligent man. Some of his points are well thought-out. They are few and far between, however.

    Wow, so many of these reviews are long and ponderous, probably reflecting the tension going on in the current world. Yes, Chomsky writes with a distinctively leftist point of view, a fact that has caused me to dislike him over the years as I personally have a decidedly conservative point of view. That being said, my experience over the past few decades have convinced me that there is a large vein of truth in Chomsky's analysis.

    This book has opened my eyes to many of the possible reasons to explain the seeming disregard that our current government has for the Constitution, the will of the people and for any opposing points of view. Have you ever wondered why President Bush seems more interested in pleasing Mexico tan the citizens of the United States of been baffled by his blindsided insistence on staying in Iraq or how he continually disregards rights of privacy and restraints on domestic spying? THe answers are here in this book. I highly recommend it.

    Chomsky is well accepted around the world for being one of the authorities on international policy. For what reasons, I clearly cannot understand since one of his most highly acclaimed works "Hegemony or Survival" has to be one of the most biased and contradictory poorly written pieces of writing on global politics.

    It's clear that Chomsky is a radical leftist, and that's all fine and well. But it seems that prior to his research, Chomsky has already made up his mind on where he stands. This does not do justice to someone like myself who is fairly moderate and trying to understand all different sides of the political spectrum.

    I found it rather irritating reading about his distaste for Israel. It was clear that instead of offering an objective discussion of both sides, he chose to go straight to the bashing of everything that Israel stands for. He made it a point to address all of the failures of Israel, while not explaining their triumphs. The opposite was true for his discussion on Palestinians, of which he is very sympathetic towards.

    I found it quite amusing how Chomsky clearly repetitively and redundantly criticizes the U.S. for not obeying basic principles of international law put out by the United Nations. He goes on to discuss the failures of Woodrow Wilson and "Wilsonian Idealism" yet fails to address the fact that it was Wilson in fact who was one of the key players in the formation of the League of Nations. But Chomsky is excellent in collecting snippets of information and often times taking them out of context to further advance his distaste for the US. It's rare that you see Chomsky quote an entire passage of what an individual says to give the reader a the full scope of what is being said. Instead Chomsky manages to take out words and phrases from a passage and "filling in the blanks" with his own ideas. This in essence completely changes the nature of the quote he is referring to, and is quite frankly a pathetic attempt to get his point across.

    Ultimately, Chomsky does a great job of concocting ridiculous conspiracies with little to no supporting evidence. He seems to have come to some magnificent conclusion that the U.S. for instance does not advocate drug treatment and strong drug policies in order to support the drug war which ultimately benefits the U.S. from an economic perspective. I am not an expert on this, and it very well maybe true. But reading things like this just makes me wonder if Chomsky is just making things up in this completely terrible world that he believes we live in.

    Chomsky, being a radical leftist does not let up with his verbal assault on the right wing and capitalist doctrines. Though I don't believe people on the right wing are necessarily saints, I think it's quite hypocritical of Chomsky to address the absolute insanity of the right without addressing the radical nature of his beliefs as well.

    While reading this book, you will learn that Chomsky is a strong believer that the world is a better place without the United States playing the selfish and disgusting role of the leader of the western world. But once you are finished, if you have somewhat of a balanced outlook on things, you will think to yourself that the world is a better place without Noam Chomsky giving his opinion on matters related to global politics.

    Sometimes it's not stupidity that causes someone to turn the blind eye.

    While informative, at times this book is simply a little depressing.

    Don't misunderstand - someone's got to fight these battles and what-not, but there are some (of us) who don't have the mental strength to rise above our own daily problems to give a lot of consideration to global or essoteric issues - beyond the customary "Politicians lies" etc.

    Over the last twenty years, Noam Chomsky has attracted a legion of supporters who enthusiastically have hailed him as the unquestioned guru of world geopolitics. For those Americans and Europeans who enjoy seeing the United States being taken down a well-deserved peg or two as the schoolyard bully of the Third World, his works fill a much needed perceived niche. In HEGEMONY OR SURVIVAL, Chomsky assails the United States as a rogue regime that, over the last fifty years, has sought to impress its will on a far flung host of underdeveloped nations that until 9/11 had no effective means of response. The War on Terror he insists is one that flows from the United States rather than toward it. The problem that I have with all of this is that those who idolize Chomsky tend to focus mostly on only a few of his many books. For those who have the patience to plod through his vast corpus of texts that stretch back some forty years, another Chomsky emerges. This Noam Chomsky stands revealed as one who suffers from a virulent anti-American angst that is exceeded only by a similar angst against Israel.

    Chomsky is the master magician who has learned well the full range of his linguistic bag of tricks that he crafted as a professor at MIT. It will not be painless for his many ardent admirers to watch as Dorothy pulls back the curtain to reveal the wizard behind that curtain. The first step in re-evaluating Chomsky is to read those texts that were not bestsellers in the past. It is there that his full animus toward America and Israel becomes evident. In THE POLITICAL ECONOMY OF HUMAN RIGHTS (1973), he terms the United States as the most brutal empire of the 20th century. In PEACE IN THE MIDDLE EAST (1975), he claims that Israel has no right to exist. In FATEFUL TRIANGLE (1985), he sees no essential difference between Israel and Nazi Germany. In WHAT UNCLE SAM REALLY WANTS (1980), he claims that the United States employed ex-Nazis to control Europe in both a military and economic sense. In MIDDLE EAST ILLUSIONS (2003), he sees Israel as the sole cause of unrest in the entire Middle East. And for those who find the above difficult to digest, Chomsky has also written approvingly of such notorious anti-Semites as Israel Shahak and Robert Fourrison, both of whom have their own extensive list of texts that bash Israel.

    How is Chomsky able to pull the wool over so many eyes? He well knows that most of his followers do not read too carefully between the lines to see how he plays fast and loose with facts. Here is how the Wizard of Hate manages: (1) His many citations almost always originate in little known and leftist sources from Europe. (2) When his citations are original with him, they usually loop back self-referentially to his own earlier ones. (3) He avoids first hand reports of genocide, instead preferring to use second hand accounts of state-sponsored journals that are far from unbiased. (4) He is fond of using the passive voice to conceal a true lack of fact. (5) He writes in such a manner to make it seem that he has a vast army of supporters who agree with him. (6) His frequent mention of American terrorism against Third World nations is often depicted as an overreaction to a much smaller non-provocation by that nation. Finally (7) he often uses the disarming rhetorical device of describing a factual but insignificant detail in the same sentence as a hyped Chomsky falsehood that makes this falsehood more credible.

    When one considers the totality of Chomsky's world vision--his relentless assault on America and Israel--it becomes apparent that in him we are not reading an unprejudiced mind. For those who even now insist that Chomsky deserves the intellectual accolades that he normally garners at rock concerts, I urge such supporters to read his entire corpus of America and Israel bashing in the light of the linguistic tricks as mentioned above. For those who do, then they may learn to separate the acknowledged hegemony of American military might from the alleged peril to Third World survival.

        3 out of 5 stars Somewhat Dated, but Worth a Read.......2007-05-27

        "Blowback" by Chalmers Johnson sets forth the theory that the United States is overextended. In Johnson's view, the spending on military hardware is a harmful drag on the budget. Additionally, the American public is unaware of many of the covert acts being carried out in its name, and these acts contribute to blowback, a term for unintended policies of imperialism. The imperialism of which he speaks is not in a traditional sense. Resources are not directly exploited for the nation. Instead, powerful corporations are married to the government and the military, creating what President Eisenhower called "the Military-Industrial Complex."

        Johnson is a former CIA consultant, as well as a scholar in East Asian affairs. Hence, most of the content of the book deals with that area. North Korea, South Korea, China and Japan are examined closely, and Johnson details US policy towards those countries, finding much fault with the resulting policies. There is some mention of Afghanistan, and some of Iraq, but since the book was written well before recent watershed events, those countries do not receive as much attention as others. Nonetheless, despite the book being slightly outdated, Johnson's theories are prophetic. I have decided that, though I was slightly disappointed with the book, I am reading the follow up: "the Sorrows of Empire."

        Far from being any sort of "conspiracy" tale or a political rant, this is a well documented and sober offering from a reputable and qualified author. This edition includes an updated introduction due to the fact that the book was written before 9/11 and was not warmly received in our country at that time, but suddenly seemed relevant after things it warned about did indeed happen. "Blowback" is not specifically about middle east terrorism at all, in fact it mostly covers Asian issues. It is however, hugely relevant and Americans should be apprised of the issues being presented here.
        It is really time for Americans of all backgrounds to start realizing some of the things carried out in our name in other parts of the world, actions we are mostly kept oblivious of and would most likely not approve of. It is also time to address what exactly our role in the world is, taking into account points of view we are rarely exposed to. Mr. Johnson is not anti-American at all - quite to the contrary he holds out hope for our democracy working as it should. The main issue here is the abuse of power by certain parts of our government and economy which hold themselves above public scrutiny and accountability... the Founders of our nation are surely spinning in their graves at this point.

        A must read for those who have an avid interest in U.S. foreign policy and its consequences in the different corners of the world. Johnson paints a damaging picture of the problems associated with the United States expansion of military bases across the globe. Especially enlightening is Johnson't concept of blowback. Specifically, how policies enacted on behalf of the U.S. government that result in economic downfalls and collatoral damage in other nations can impact their attitude towards the United States. The negative effect of these policies result in blowback where those affected may plot or continue to resist the United States military and political machine. The more famous examples include the Afghan freedom fighters, including Osama Bin laden who were abandoned by the CIA in Afghanistan during the 1980s and turned their attention to U.S. targets as a form of revenge. More simplistic forms of blowback include civilians whose loved ones die in military strikes. If they pick up a gun in retaliation Johnson considers it a form of blowback as well. This book is meticulously researched and well documented and will make even the most avid supporter of U.S. foreign policy question our official intentions.

        Blowback, according to author Chalmers Johnson, is a term invented by the CIA to (page ix) ". . .describe the likelihood that our covert operations in other people's countries could result in retaliation against Americans, civilian and military, at home and abroad." At another point, he notes that (page xi) ". . .blowback is another way of saying that a nation sows what it reaps." It results in unintended consequences of actions.

        This is an angry book, with Johnson not pretending to take an academic perspective or a neutral analytical viewpoint. One simple example: The United States provided assistance to the resistance in Afghanistan against the old Soviet Union. One of the beneficiaries was Osama bin Laden. The result (page xiv):

        It was only after the Russians had bombed Afghanistan back to the
        stone age and suffered a Vietnam-like defeat, and the United States
        had walked away from the death and destruction the CIA had helped
        cause, that Osama bin Laden turned against his American supporters.

        Blowback. We supported--and then abandoned the resistance; according to Johnson, this led to blowback later on.

        The book examines a number of instances of what Johnson considers blowback--Okinawa, North and South Korea, China, Indonesia, Japan, and so on. The reader may not be fully convinced of one or another of these examples. He also noted, on page 26, the variety of dictators that the United States has supported to achieve foreign policy goals and, in the process, often angering local populations and producing negative effects for American goals.

        In the concluding section, he says (page 217): ". . .the evidence is building that in the decade following the end of the Cold War, the United States largely abandoned a reliance on diplomacy, economic aid, international law, and multilateral institutions in carrying out its foreign policies and resported much of the time to bluster, military force, and financial manipulation." The end result? "The world is not a safer place as a result" (page 217). He argued that the United States has become an empire and is in danger of "imperial overreach."

        All in all, this is an angry book. Johnson does not always successfully connect the dots; not all of his examples necessarily prove convincing. Nonetheless, this is a thought-provoking discussion.

        This book is a great tool to use during the design of a building. It applies more to commercial, but is also useful to residential buildings. Using this book will sharpen your code skills and avoid some costly design errors. You will need to have a copy of the 2006 IBC at your disposal if you are going to use this book in any serious way. It is organized in a logical format, but you can easily skip around and cover critical sections. The only thing that I think should be added to this book is a checklist for each type of construction that could be used for plan review. All of my work is in residential so a checklist would help me focus on the pertinent sections of the book.

        Being an architecture student, this book, and others by Frank Ching, are more than helpful. It really clarifies the IBC and makes design for studio projects go a lot quicker. Definitely get this book if you're studying architecture.
